I have a similar config in the use of eventghost, USB-UIRT, and Vista 64. The weird thing is it did work. I had used it for almost a year with no problem. I recently moved and kept thinking that something I had done in the move had caused it, but finally realized that it was something to do with having eventghost open that was keeping it from waking.
